This piece of propaganda is an example of "plain folks" because it appeals to common people by showing certain people in a light that depicts them as everyday citizens and neighbors. "Plain folks is the technique of portraying important or special people as common in order to appeal to a wide audience and suggest that they are just like everybody else." This soldier is endearing himself to the "common folk," shown by the woman's apron and man's mining helmet-light. Although this message is from a government agency, it's showing that soldiers are just common people that have sacrificed their lives, just like our own. Even though these soldiers have no more reason than us to join the army, they have bravely done so, and the propaganda is hinting that we should support them because they have had that extra courage.
